Ji'an paints the ecological background color with the "four colors" of Luling

Ji'an City, Jiangxi Province, in accordance with the urban positioning of "cultural Luling, landscape Ji'an", unswervingly implements the strategy of "ecological city, green development", takes the promotion of ecological civilization construction as an important starting point, integrates the four colors of Luling's "red, ancient, green and gold", focuses on key areas such as low-carbon industry, low-carbon energy, green life and green buildings, improves the system and mechanism to respond to climate change, strengthens the leading and exemplary role, and further promotes the economic and social ecological development of Ji'an.

From 2017 to 2022, Ji'an's GDP grew at an average rate of 7.78%, higher than the provincial (6.8%) and national averages (6.5%-7%). In the 13th Five-Year Plan, carbon dioxide emissions per unit of GDP decreased by 23.68%, exceeding the provincial target of "21%". In 2022, the energy intensity per unit of GDP will be 0.2395 tons of standard coal per 10,000 yuan, the carbon emission intensity will be 0.2995 tons of carbon dioxide per 10,000 yuan, and the cumulative carbon emission decline rate will be 30.96%, which is at the advanced level in the province. Greenhouse gas emissions have been effectively controlled, and per capita carbon emissions have remained in the range of 1.76-2.06 tons, far lower than the national average (about 8 tons).

With the "red" spirit of Jinggang, we will establish a low-carbon development orientation. Ji'an has set up a leading group for the pilot construction of low-carbon cities and a leading group for carbon peak and carbon neutrality headed by the main responsible comrades of the municipal party committee and the municipal government, which are responsible for studying and deploying various key tasks of carbon peak and carbon neutrality, and drafted and issued a number of guiding documents, including the "Ji'an Pollution Reduction and Carbon Reduction Synergy Implementation Plan", "Ji'an Ecological and Environmental Protection "14th Five-Year Plan" and "Ji'an Carbon Peak Implementation Plan" to strengthen policy support. During the "13th Five-Year Plan" period, the Ji'an Municipal People's Government issued the "Implementation Plan for the Evaluation and Assessment of the Responsibility of Ji'an City's 13th Five-Year Plan for Greenhouse Gas Emission Control Targets", and the statistical accounting and evaluation and assessment system for climate change was basically formed.

At the same time, Ji'an has vigorously promoted the optimization and upgrading of the energy structure, and initially built a variety of new energy industry development systems such as wind energy, hydro energy, photovoltaic industry, biomass energy and solar power generation, and achieved remarkable results in the optimization and upgrading of energy structure. The total installed capacity of power generation projects that have been completed and put into operation in the city is about 5,402,100 kilowatts, with clean energy accounting for 63.33% and renewable energy accounting for 31.82%. The total amount of natural gas consumption has reached 140 million m³, and a total of 10 gas storage stations have been built with more than 20 gas storage tanks and a total capacity of 1,940 cubic meters, meeting the requirements of "3-day gas storage capacity" and "5% annual gas storage capacity", and the proportion of non-fossil energy consumption and hydropower generation rank first in the province.

With the "gold" of vigorous development, we will strengthen the efficiency of low-carbon development. In order to make full use of financial tools to strengthen green transformation, Ji'an has innovatively launched green insurance, implemented provincial characteristic agricultural insurance such as camellia, vegetables, Chinese herbal medicines, beef cattle, and citrus, and enhanced the ability of agricultural farmers to resist risks. Issuing green bonds, since 2020-2022, we have actively guided the Municipal Urban Investment Corporation and the Municipal New Luling Company to issue 3.6 billion yuan of green bonds to effectively solve the financing needs of green projects. At present, the average annual growth rate of green loan balance from 2018 to 2022 has exceeded 40%, and the loan balance in 2022 reached 33.19 billion yuan. By 2022, the city's financial institutions will use carbon emission reduction support tools to issue eligible loans of 1.07 billion yuan, ranking fifth in the province, and supporting 9 enterprises. Set up special funds to encourage enterprises to carry out low-carbon technological innovation, and encourage social capital to focus on supporting the construction of low-carbon development capacity system, the creation of low-carbon demonstration zones, low-carbon technology research and development, demonstration projects, demonstration projects, forestry carbon sinks and other fields. During the "13th Five-Year Plan" period, 30 energy-saving and low-carbon technology projects at the same level in Ji'an were approved, with a capital of 6 million yuan, and 16 billion yuan of bank funds and other social funds were leveraged.

In the first compliance cycle (2019-2020), a surplus of carbon emission allowances of 980,972 tons was achieved, and a surplus of carbon emission allowances was achieved in the second compliance cycle (2021-2022) of 114,619 tons. Enterprises in the power generation industry in the jurisdiction have reaped the green development dividend under the dual carbon strategy, which has further enhanced the motivation of enterprises to take the initiative to reduce emissions and help Ji'an's green, low-carbon and high-quality development.

Ji'an has vigorously promoted the high-quality development of emerging industries, and has formed a "1+N" characteristic industrial system with "electronic information" as the first priority and advanced equipment, advanced materials, green food, and biomedicine as the leading industries. High-tech industries and strategic emerging industries accounted for 54.4% and 35.2% of the added value of large-scale industries respectively, ranking first in the province. In 2020, it was notified and encouraged by the State Council as "a city that has achieved remarkable results in promoting steady industrial growth and transformation and upgrading", which is one of the ten in the country and the only one in the province.

With the endless "green", promote carbon sequestration and increase the level of sinks. In order to innovate and promote green development, in 2017, Ji'an pioneered a market-oriented operation model in the country, established a strategic relationship with the State Forestry Administration and the head office of China Development Bank, and implemented a forest right mortgage financing model of "full forest right mortgage guarantee + municipal risk reserve + project forest right exclusive commitment + forest right insurance". Since the implementation of the project, the forest stock has increased from 91 million cubic meters in 2018 to 115 million cubic meters in 2022, and this innovative practice was included in the "List of Reform Measures and Experience and Practices of National Ecological Civilization Pilot Zones" by the National Development and Reform Commission in 2020.

In order to explore the two-way conversion mechanism of "two mountains" in which lucid waters and lush mountains are invaluable assets. Taihe County, Ji'an City, has carried out the construction of the Qianyanzhou Mountains, Waters, Forests, Fields, Lakes and Grasses Life Joint Pilot Zone, actively explored the ecological compensation mechanism of the small watershed, and took the ecological compensation fund of the Taihe County watershed as the main source of funds, and the beneficiary enterprises and administrative villages within the basin jointly established the water ecological compensation fund for the small watershed to compensate and reward the ecological protection of the watershed. From before the treatment to the present, the forest coverage rate in the experimental area has increased from 0.4% to more than 67%, the annual soil erosion modulus has decreased from 221.1 tons/square kilometer to 3 tons/square kilometer, and the annual per capita disposable income of farmers has increased from less than 500 yuan to 15,000 yuan. The Qianyanzhou red soil development model has been selected as one of the international models in Rio de Janeiro, awarded by the United Nations as one of the "Top 100" for global ecological restoration, selected for the 50th anniversary of the founding of the People's Republic of China Achievement Exhibition, included in high school geography textbooks, and the case of "Building a Life Community of Mountains, Rivers, Forests, Fields, Lakes and Grasses "Qianyanzhou" Model was included in the typical case of China's reform in 2021.

In order to deepen and implement the pilot construction of the national "zero-waste city", Ji'an has solidly promoted the recycling transformation of the park, the recycling of pigs, the recycling of straw, the control of plastic pollution and other reform pilots. A total of 8 provincial-level parks have been approved for recycling transformation in the city, and the relevance of the circular economy industrial chain in the park has reached 68%. The construction of 45 pig ecological cycle breeding communities to achieve pollution-free pig breeding and zero pollution, related practices have been demonstrated and promoted by the Ministry of Agriculture and Rural Affairs. It has established a front-end collection, mid-end transfer and end-end disposal system for solid waste, hazardous waste, medical waste, kitchen waste and domestic waste, basically realizing "zero landfill" of domestic waste, and has been rated as a key city for the construction of the national waste materials recycling system.

With the rich "ancient", it will help the momentum of low-carbon innovation. In the face of the current challenges, Ji'an has vigorously called on the whole society to participate in green and low-carbon actions. As a national low-carbon city pilot, Ji'an has carried out various low-carbon pilot demonstration projects or projects throughout the territory, and built a relatively complete low-carbon community, near-zero carbon community, low-carbon scenic spot and low-carbon park to create a development model with a point-to-area, multi-field and multi-level approach, so as to form a replicable and referenceable experience of Ji'an, and help achieve the great vision of carbon peak and carbon neutrality.

Ji'an has created a total of 4 provincial-level green and low-carbon counties (Jizhou District, Ji'an County, Xiajiang County, Anfu County) and 3 low-carbon scenic spots (Jinggangshan Scenic Area and Qingyuan Mountain Scenic Area; Anfu Yangshi Curtain Scenic Area), 5 provincial-level low-carbon communities (Champs Elydo Community, Kaizhen Jinlu Garden Community, Siyuan Community, Jingjiu Community, Jinggangshan Economic and Technological Development Zone, National Jinggangshan Economic and Technological Development Zone), and 1 rural low-carbon pilot community (Tianbei Farmer Painting Village, Wan'an County). The province's first pilot low-carbon community pilot project in Jizhou District, Yongshu Street, Zhuzhu Lane, Jinggangshan Economic and Technological Development Zone, Jingjiu Community, has been rated as a national green and low-carbon typical case by the Ministry of Ecology and Environment. Wan'an Tianbei Painting Village successfully passed the provincial review and was approved as the city's first provincial rural low-carbon community pilot. After the successful creation of the Zhuzhuzhuxiang low-carbon community as a national green and low-carbon typical case, Jizhou District of Ji'an City has further improved, taking advantage of the opportunity of the renovation of the old community to complete the construction of a near-zero carbon community in Xingganggang Park, and strengthening the application of emerging technologies such as new energy technology, energy-saving building technology, and new material technology in the field of low-carbon community. Ji'an has innovatively combined old communities with historical heritage with modern low-carbon transformation technologies, which has not only successfully created a number of low-carbon community pilots, but also retained the original cultural characteristics of Luling in the area. The improvement of the community environment has promoted the enthusiasm of residents to practice low-carbon lifestyles, and the widespread formation of green production and lifestyles is an important boost to enhance the city's ability to adapt to climate change.
