By 2025, Yunnan Province will organize the creation of 15 zero-carbon parks.
Liang Xudong believes that the core of building a zero-carbon park is to realize the integrated and efficient operation of the park's energy flow, material flow and information flow, and use the advantages of green energy to help create low-carbon and zero-carbon products and enhance the competitiveness of enterprises, thereby attracting high-quality enterprises to settle in the park. From this perspective, Yunnan has outstanding advantages in building a zero-carbon park. From the perspective of energy base, Yunnan has sufficient green energy endowment and great development potential, containing about 20% of the country's clean energy resources, of which the new energy development capacity reaches more than 150 million kilowatts. In 2023, the province will add 20.86 million kilowatts of new energy installed capacity to the grid, which is 14 times that of the whole year of 2022. New energy has become the province's second largest power source after hydropower, and the proportion of green power generation is close to 90%. From the perspective of space carriers, Yunnan has 89 national and provincial parks, and the total industrial output value above designated accounts for more than 75% of the province. Green aluminum, green silicon, new energy batteries, biopharmaceuticals, new materials, advanced manufacturing, etc. Key industries are accelerating their agglomeration in key parks and extending and strengthening chains. At present, there are no standards for the construction of zero-carbon parks across the country. In order to explore the construction of zero-carbon parks, the Yunnan Province Development and Reform Commission and the Provincial Department of Industry and Information Technology have studied and formulated the "Yunnan Province Work Plan for Promoting the Construction of Zero-carbon Parks" and its evaluation index system, systematically planning various carbon emission reduction technologies and measures such as industrial optimization, energy efficiency improvement, resource recycling, facility sharing, carbon sequestration and increased sinks, and digital management. To achieve a balance between carbon dioxide emissions and absorption in the park. Explore the construction of zero-carbon parks that deeply integrate production, life and ecology. The first batch of five zero-carbon parks was released this time, namely Anning Industrial Park (New Energy Battery Area), Qujing Economic Development Zone, Yuxi High-tech Zone, Chuxiong High-tech Zone (Yundian Area), and Xiangyun Economic Development Zone. The five parks have their own differences on the basis of resource and energy endowments and their own characteristics in the path of zero-carbon realization.
Liang Xudong said that Yunnan will launch the province's second batch of zero-carbon parks application work, and identify and launch the second batch of zero-carbon parks in the fourth quarter of this year.
