Yunnan is taking the lead in building a national model of zero-carbon parks and creating 15 zero-carbon parks by 2025

Liang Xudong, member of the Party Leadership Group and Deputy Director of the Development and Reform Commission of Yunnan Province, said that in order to thoroughly implement the major strategic deployment of the Party Central Committee and the State Council on carbon peak and carbon neutrality and continuously improve the green development level of the park, Yunnan Province plans to explore the creation of a number of zero-carbon parks to help the park's high-end, intelligent and green development, and try to create a national model of zero-carbon parks first. By 2025, Yunnan Province will organize the creation of 15 zero-carbon parks.

Liang Xudong believes that the core of building a zero-carbon park is to realize the integrated and efficient operation of the park's energy flow, material flow and information flow, and use the advantages of green energy to help create low-carbon and zero-carbon products and enhance the competitiveness of enterprises, thereby attracting high-quality enterprises to settle in the park. From this perspective, Yunnan has outstanding advantages in building a zero-carbon park. From the perspective of energy base, Yunnan has sufficient green energy endowment and great development potential, containing about 20% of the country's clean energy resources, of which the new energy development capacity reaches more than 150 million kilowatts. In 2023, the province will add 20.86 million kilowatts of new energy installed capacity to the grid, which is 14 times that of the whole year of 2022. New energy has become the province's second largest power source after hydropower, and the proportion of green power generation is close to 90%. From the perspective of space carriers, Yunnan has 89 national and provincial parks, and the total industrial output value above designated accounts for more than 75% of the province. Green aluminum, green silicon, new energy batteries, biopharmaceuticals, new materials, advanced manufacturing, etc. Key industries are accelerating their agglomeration in key parks and extending and strengthening chains. Yunnan's construction of a zero-carbon park can give full play to the advantages of green energy and park cluster development, and will help further use energy output rate as a baton to promote the province's green and low-carbon transformation and development, especially in the international carbon border adjustment mechanism and new Under the influence of the new national trade mechanism represented by the Energy Battery Act, it is expected to further leverage the advantages of "green", further introduce high value-added industries, and promote the development of national carbon emission reduction industries in Yunnan. In order to highlight the company's carbon reduction effectiveness, help green energy empower the low-carbon and zero-carbon value of manufacturing, and reflect Yunnan's new competitive advantages of green manufacturing.

At present, there are no standards for the construction of zero-carbon parks across the country. In order to explore the construction of zero-carbon parks, the Yunnan Province Development and Reform Commission and the Provincial Department of Industry and Information Technology have studied and formulated the "Yunnan Province Work Plan for Promoting the Construction of Zero-carbon Parks" and its evaluation index system, systematically planning various carbon emission reduction technologies and measures such as industrial optimization, energy efficiency improvement, resource recycling, facility sharing, carbon sequestration and increased sinks, and digital management. To achieve a balance between carbon dioxide emissions and absorption in the park. Explore the construction of zero-carbon parks that deeply integrate production, life and ecology. During the establishment process, Yunnan will do a good job in five aspects: First, realize the complementary nature of green energy in the park through effective allocation, and provide 100% all-green electricity for the extended chain, supplemented and strengthened chain incremental emerging industries settled in the park; Second, by promoting green supply chain management, we will promote the cascade utilization of industrial waste heat and residual pressure in the park and the recycling of wastewater, waste gas, waste residue and waste liquid, so as to improve energy efficiency and carbon efficiency for the energy-saving and carbon-reduction transformation of traditional industries in the park; The third is to achieve optimal and efficient allocation and refined management of the park's energy resources by promoting the construction of a digital platform for energy and carbon emissions in the park; the fourth is to benchmark against international standards, use product carbon footprints to highlight the carbon value advantages of "Made in Yunnan", and accelerate the establishment of green aluminum, silicon, The full-life cycle carbon footprint standards, labeling and certification systems for key products such as new energy batteries have made Yunnan an important producer in the green and low-carbon industrial chain; The fifth is to accelerate the development layout of green transportation, green buildings, and green beauty parks in the park, reflecting the advantages of the park's multimodal transport and low-carbon logistics, the advantages of low-carbon integration of buildings, and the advantages of greening and beautification in carbon fixation and exchange enhancement.

The first batch of five zero-carbon parks was released this time, namely Anning Industrial Park (New Energy Battery Area), Qujing Economic Development Zone, Yuxi High-tech Zone, Chuxiong High-tech Zone (Yundian Area), and Xiangyun Economic Development Zone. The five parks have their own differences on the basis of resource and energy endowments and their own characteristics in the path of zero-carbon realization.

Liang Xudong said that Yunnan will launch the province's second batch of zero-carbon parks application work, and identify and launch the second batch of zero-carbon parks in the fourth quarter of this year.
