Policy interpretation of the "Heilongjiang Provincial Technological Innovation Demonstration Enterprise Identification Management Measures".

In accordance with the requirements, the relevant situation of the "Administrative Measures for the Identification of Technological Innovation Demonstration Enterprises in Heilongjiang Province" (Heigong Xin Kegui [2023] No. [2023], hereinafter referred to as the "Measures") revised by the Provincial Department of Industry and Information Technology is hereby interpreted as follows:

I. Background of the Revision

In order to further implement the innovation-driven development strategy, encourage enterprises to innovate independently and collaboratively, strengthen the main position of enterprise innovation, and play a leading role in demonstration, in accordance with the "Regulations on Scientific and Technological Progress of Heilongjiang Province" and the "Notice of the Ministry of Industry and Information Technology and the Ministry of Finance on Printing and Distributing the Administrative Measures for the Identification of < Technology Innovation Demonstration Enterprises (Trial) >" (Ministry of Industry and Information Technology [2010] No. 540), the identification and management of technological innovation demonstration enterprises in Heilongjiang Province will be carried out, and the national technological innovation demonstration enterprises will be recommended for application. In 2018, the "Heilongjiang Province Technology Innovation Demonstration Enterprise Identification Management Measures (Trial)" (Hei Gong Xin Ke Gui [2018] No. 4) was promulgated, which has been implemented for 5 years.

Second, the main content

The measures are divided into 6 chapters and 21 articles, including general provisions, declaration conditions and identification standards, working procedures, recommendations, management, and supplementary provisions. The general provisions clarify the purpose and basis for formulating and the responsibilities of the provincial and municipal departments of industry and information technology; the application conditions and identification standards part clarifies the basic conditions and basic standards for the application of technological innovation demonstration enterprises; the working procedures part clarifies the application materials to be provided by the enterprise and the organization and identification process of the industry and information technology departments; the recommendation part clarifies the working procedures for recommending national technological innovation demonstration enterprises to the Ministry of Industry and Information Technology; the management part clarifies the review and evaluation requirements; and the supplementary provisions part clearly explains the authority and implementation time.

Compared with the original measures, there are three major adjustments: first, corresponding to the national standards, adjusting the basic conditions for provincial recognition, and canceling "the number of middle and senior professional and technical positions reaches more than 10% of the number of employees" The second is to adjust the annual operating income requirement from 10 million yuan to 20 million yuan, and the scope of recognition focuses on the enterprises above the designated level in the field of industry and information technology; the third is to expand the scope of recommended national technological innovation demonstration enterprises, fully mobilize the enthusiasm of the original provincial technological innovation demonstration enterprises to strive for national technological innovation demonstration enterprises, and further improve the quality and competitiveness of the recommendation.
