The 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) (COP28) was held in Dubai, United Arab Emirates from November 30 to December 13 local time. As a signatory to the conference, China launched a series of publicity activities for the China Corner and held a number of wonderful side events. Shanghai participated in the conference as a representative of the municipality directly under the central government of China, and shared with the world the practical experience of promoting sustainable urban development through the carbon market, and Chongming District shared the "Chongming case" of building a world-class ecological island carbon neutrality demonstration zone.

During the conference, a side event on "Shanghai's Practice of Promoting Sustainable Urban Development through Carbon Market", co-hosted by the Shanghai Municipal Bureau of Ecology and Environment and the Shanghai Environment and Energy Exchange, was held in the China Corner. More than 100 Chinese and foreign guests gathered together to discuss the carbon market and green finance to promote sustainable urban development, exchange green and low-carbon concepts, and depict "beautiful Shanghai".
Mette Quinn, Deputy Director-General of the European Commission's Directorate-General for Climate Action, mentioned in her speech that between the launch of the EU carbon market in 2005 and 2022, the EU's GDP has increased by 23.8%, carbon dioxide emissions have decreased by 37%, and by 2030 it will reduce by 55% from 1990 levels, and reach carbon neutrality by 2050. In the future, the EU carbon market will further expand the coverage of industries, including water transport, construction, and road transportation on the basis of the industrial sectors already included, and all allowances will be issued in the form of auctions, and the auction proceeds will be set up to set up a climate fund to support low-carbon innovation. Mette Quinn fully affirmed the achievements of Shanghai's carbon market, including controlling carbon dioxide emissions, promoting innovation, and promoting economic growth. In the future, China and the EU should continue to strengthen cooperation and learn from experience in the field of carbon market.
In the keynote speech, Xu Huaqing, director of the National Center for Climate Change Strategy and International Cooperation, introduced that Shanghai is one of the first cities in China to explore the use of market-oriented mechanisms to promote sustainable urban development, and has achieved 100% compliance with carbon emission allowances for ten consecutive years. In the future, China will gradually form a multi-level carbon market system to make positive contributions to the realization of the goal of carbon peak and carbon neutrality and the global response to climate change.
Tang Jiafu, Party Secretary of the Shanghai Municipal Bureau of Ecology and Environment, pointed out that Shanghai adheres to the concept of "a people's city built by the people, and a people's city for the people", focuses on stimulating the spontaneity and initiative of enterprises and citizens to participate in the response to climate change, and carries out systematic and innovative exploration in the application of two policy tools, carbon market and carbon inclusion. The carbon market focuses on using market mechanisms to promote the low-carbon transformation of enterprises, while the carbon inclusive mechanism mainly guides small and medium-sized enterprises and citizens to practice green and low-carbon production and lifestyles, which complement each other and jointly contribute to Shanghai's green and low-carbon development.
Lu Xuedu, former chief climate change expert of the Asian Development Bank, pointed out that climate finance is a core element in solving climate change problems, and shared the practices of multilateral development banks in climate finance, providing experience for Shanghai to carry out climate investment and financing pilots. He proposed that Shanghai should make full use of the strategic advantages of building an international financial center, formulate a standard system for climate investment and financing, develop climate investment and financing products with strong applicability, guide social capital to invest in climate investment and financing projects, improve laws, regulations and supporting policies to promote the development of climate finance, and ensure that climate investment and financing serve the green and low-carbon transformation and development of enterprises. At the same time, it is necessary to actively connect with the international financial market, guide the flow of international funds to green and low-carbon fields, and gradually build Shanghai into a global climate finance center.
Niu Ren, Vice President of Shanghai Exchange Group, pointed out that the Shanghai carbon market took the lead in issuing China's first carbon emission trading management measures, and took the lead in establishing a complete corporate carbon emission accounting and verification management system, and included aviation enterprises and water transport enterprises. From trading, financing, support and other aspects, we have continued to implement more than 10 kinds of China's first carbon financial product innovations, such as carbon funds, carbon trusts, carbon pledges, carbon forwards, carbon insurance, carbon indexes, etc., and actively explored and promoted the pilot climate investment and financing in Pudong New Area from the establishment of a standard system, the construction of platforms, project libraries and capital banks, and effectively promoted the green transformation of Shanghai's real economic development. In the future, Shanghai will continue to deepen the carbon market, continue to promote carbon finance innovation, enhance the influence of Shanghai's Pudong New Area climate investment and financing pilot, and contribute to the sustainable development of the world's megacities.

From the perspective of their respective professional fields, international and domestic experts conducted in-depth discussions on the operation mechanism of climate investment and financing, urban response to climate change and sustainable low-carbon development, carbon emission data quality, low-carbon transformation of real enterprises and carbon asset management, etc., and jointly made suggestions and suggestions for the sustainable development of Shanghai.
It is understood that the organizer also specially produced the video "Talking about the Shanghai Carbon Market" and put it on overseas TV stations (China-Arab Satellite TV), YouTube channels (China Content Center, Wave Media), Pan African TV, Southern TV and other channels to widely disseminate the "Shanghai example" of promoting sustainable urban development to the world and tell the "Shanghai story" for global climate governance.
Chongming: Tell about the road to building a world-class ecological island carbon neutrality demonstration zone

As the only representative of China's prefecture-level cities, Shanghai Chongming District co-organized a side event on "Ecological Civilization and Beautiful China" held on the opening day, and shared the "Chongming Case" of building a world-class eco-island carbon neutrality demonstration zone during the thematic dialogue stage.
Zhang Zhitong, deputy head of Chongming District, said in a special speech on behalf of Chongming District that since the establishment of the ecological island positioning, Chongming District has strived to achieve the development goal of "harmonious coexistence between man and nature", and actively provided a vivid "Chongming case" for responding to global climate change.
With the support of the Shanghai Municipal Government, Chongming District has formulated China's first regional carbon neutrality implementation plan, proposing the path and specific measures to achieve carbon neutrality from nine aspects, including new energy construction and industrial structure adjustment, and carrying out characteristic demonstrations in 10 fields such as energy, transportation and agriculture, and striving to build a high-quality carbon neutrality demonstration zone by 2050. At the same time, it took the lead in carrying out gross ecological product (GEP) accounting, established a "1+1+N" system of GEP accounting, implemented refined management of carbon emissions, and served the construction of carbon neutrality demonstration zones.
On the road of "ecological priority and green development", Chongming District continues to explore the research and development and application of "dual carbon" technology. In the eastern part of Chongming District, Shanghai's first "fishery and photovoltaic complementation" demonstration project has been built, with a total installed capacity of 110 megawatts, which will be connected to the grid at full capacity by the end of 2020, with an annual power generation capacity of 140 million kilowatt hours and an annual reduction of 124,000 tons of carbon dioxide emissions.
Chongming District is also actively exploring new measures to reduce pollution and carbon emissions in the fields of construction and transportation. At the 10th China Flower Expo held in Chongming in 2021, the entire exhibition area was rated as China's first carbon-neutral park. In addition, all buses, taxis and government vehicles in Chongming have been replaced with new energy vehicles, and China's first supercapacitor new energy vehicle passenger ferry designed and built by itself has also been put into use.
Over the past 20 years since the construction of the ecological island, Chongming District has always been committed to ecological construction and environmental protection, and has continuously carried out water, soil, forestry and gas environmental management, with a cumulative investment of nearly 20 billion US dollars. In recent years, Chongming District has continued to promote large-scale afforestation, and at present, the total forest area has reached 359 square kilometers, accounting for nearly one-third of the total forest area in Shanghai. Chongming District is also rich in wetland resources, with a total wetland area of 2,642 square kilometers, and is actively creating an international wetland city, taking this opportunity to continue to strengthen the protection and restoration of coastal wetlands and enhance the potential of blue carbon. In the "Yangtze River Protection" strategy, Chongming District has implemented policies such as the "10-year fishing ban" on the Yangtze River and the return of beaches to the river, and in 2018, the entire Chongming District was designated as a wildlife hunting ban area.
Through government guidance and public participation, we will vigorously promote green production and lifestyle. In rural areas of Chongming District, many houses have installed solar photovoltaic panels on their roofs to convert solar energy into electricity, reducing carbon emissions, and the excess electricity can also be integrated into the grid, allowing farmers to reap energy benefits. A total of 5,548 photovoltaic panels have been installed on the roofs of 88 residential buildings in Shanghai's largest rural community, with an estimated annual power generation of 2.83 million kilowatt hours. In addition, Chongming District has also achieved full coverage of domestic waste classification and treatment, with a resource recycling rate of 42.1%, a comprehensive utilization rate of crop straw of 98.1%, and a recycling rate of pesticide packaging waste of 100%.
