Zhejiang Province has strengthened the top-level design and played a good "first move" in the protection and construction of beautiful bays. In April 2022, the Zhejiang Provincial People's Government issued the Action Plan for the Protection and Construction of Beautiful Bays in Zhejiang Province, innovatively proposing the "four beauties" goals and "three beauties" pattern for the construction of beautiful bays in the province, "tailoring" countermeasures for the construction of beautiful bays, clarifying 12 tasks for four major actions, and promoting the protection and construction of beautiful bays by zoning and classification. At the same time, the task of building a beautiful bay has also been included in the annual key work of the provincial government in 2023, the provincial national economic and social development plan, and the "four lists" of rectification and implementation of the feedback from the provincial party committee's inspection. The 30 bay construction units under the jurisdiction of 7 coastal districts and cities in the province have issued the "one bay, one policy" beautiful bay construction plan, established a "1+30" work system, and formed a planning scheme system covering provinces, municipalities and construction units. Led by digital reform, Zhejiang has also iteratively upgraded the application of "Zhejiang Blue Ocean", so that the supervision of the beautiful bay can be "mastered on one screen" and "strategized for thousands of miles". At the same time, the verification results will be uploaded to the 'Zhejiang Blue Ocean' application, and the pollution traceability and remediation will be carried out for the verification and discovery of excessive sea outlets, and the remediation results will be uploaded in a timely manner to achieve closed-loop management. The application establishes a digital management ledger for the whole life cycle of sewage outlets into the sea, provides support for drawing a comprehensive portrait of the beautiful bay, and effectively improves the modernization level of the governance system and governance capacity of the beautiful bay. Zhejiang Province has released the Comprehensive Evaluation System of Marine Ecological Environment in Zhejiang Province ("Blue Ocean" Index) (Trial) to provide scientific guidance for the comprehensive management of coastal waters and "three bays and one port" in Zhejiang Province. The system consists of 3 guidance layers, 6 project layers, 9 element layers and 37 indicators. Three guiding layers include environmental quality, governance effectiveness and public well-being, six project layers include water environmental quality, shore and beach environmental quality, habitat environmental quality, biodiversity, governance effectiveness and public well-being, and nine element layers include seawater quality, marine organism quality, sediment quality, habitat environmental quality, marine biodiversity, marine biological resources and rare protected organisms, seawater quality improvement, sea pollution control and public satisfaction.
With the "Blue Ocean" index as the core, Zhejiang issued the "Zhejiang Province Beautiful Bay Protection and Construction Evaluation Management Measures (Trial)", which included the quantitative evaluation results in the assessment of Beautiful Zhejiang, and issued the "Zhejiang Province Beautiful Bay Ecological Environment Monitoring Technical Guidelines (Trial)" to promote the normalization of monitoring of 30 bay units in the province.

The project implements all-round real-time monitoring of 92 bays and beaches and 26 outlets in the island area, collects information on water quality, pollution sources, and sewage outlets, realizes real-time presentation of bay and beach conditions, and real-time update of specific data, and applies the results to problem feedback and rectification results in a timely manner, forming a closed-loop mechanism of discovery, supervision and feedback.

In response to this stubborn disease, Taizhou pioneered the "Ocean Cloud Warehouse" smart pollution control model in the country, using "intelligent equipment + big data + blockchain" technology to classify and collect pollutants from fishing boats. On the basis of the "Ocean Cloud Warehouse" smart pollution control model, Taizhou has launched a new "blue cycle" model of marine plastic waste treatment led by the government, led by enterprises, coordinated by the industry and linked by the public. At present, the model has been gradually extended to 9 counties (cities and districts) in Ningbo, Zhoushan and other places, 10,300 ships and 237 industrial chain enterprises have joined the "blue cycle" system, 62,000 people have participated in the collection of marine debris, and a total of 12,000 tons of marine debris have been collected, including 2,414 tons of plastic waste, reducing carbon emissions by about 3,138.2 tons. In October 2023, the "Blue Cycle" project won the Champions of the Earth Award, the highest environmental honor of the United Nations.
