The General Office of the Shandong Provincial Government recently issued a notice to replicate and promote 39 institutional innovation achievements in the pilot free trade zone, and the carbon assessment of the Huangbohai New District Branch of the Yantai Municipal Ecological Environment Bureau was included in the innovation of the environmental impact assessment mechanism, the overall cleaner production audit of the industrial park, the collaborative control of pollution and carbon reduction of "three lines and one order", and the "one-stop" service of environmental governance were selected as best practice cases in the field of green and low-carbon.

In recent years, the Huangbohai New District Bureau has focused on the goal and task of building a green and low-carbon development model area, continued to carry out differentiated exploration and integrated innovation, and formed a total of 16 institutional innovation achievements, of which 1 was selected as the reform pilot experience of the State Council, 8 were copied and promoted by the Ministry of Ecology and Environment, and 9 were copied and promoted by the provincial government, and the number of innovative achievements in the field of ecological environment is the largest in the province.

Promote the green transformation of key industries and promote the synergy of pollution reduction and carbon reduction

Yantai Chemical Industrial Park is the core area of the local high-end new chemical material industry, and Wanhua Chemical Group Co., Ltd. is a leading enterprise in the high-end new chemical material industry. By strengthening the support of environmental elements, optimizing the environmental management mechanism, accurately guiding the park and enterprises to formulate and introduce a series of documents and process specifications for green development, using low-carbon environmental protection technology to improve the production process, and taking multiple measures to reduce energy consumption and pollutant emission intensity, the "Wanhua model" of clean and low-carbon energy utilization and the new plan for energy conservation and emission reduction in chemical parks have been formed, and the experience and practices have been replicated and promoted by the Ministry of Ecology and Environment, which has important reference significance for promoting the green and low-carbon transformation of the chemical industry.

Optimize the pattern of marine protection and utilization, and innovate the management system for green development

In the second batch of 12 national beautiful bay excellent cases released by the Ministry of Ecology and Environment, Bajiao Bay in Huangbohai New Area was successfully selected. Behind the achievements is the "innovative plan" of the Huangbohai New District Bureau to continuously improve the quality of the marine ecological environment and ensure the high-quality development of the marine economy.

In order to protect the marine ecological environment, the Huangbohai New District Bureau actively explores the effective path of environmental supervision, focuses on the main body of responsibility and management methods, and implements key, general and simplified hierarchical and classified management of different types of sewage outlets such as industrial enterprises, ports and terminals, marine aquaculture, and centralized treatment facilities, which significantly improves the ability to control the discharge of land-based pollutants into the sea.

The Huangbohai New District Bureau has also continued to strengthen the management and control of marine space resources, created "green waters and lush mountains on the sea", launched the "Blue Bay" action to increase sinks, the pattern of "large-scale conservation" of marine biological resources, the "integrated" management and control model of illegal fishing in marine fisheries, and the realization of the value of marine ecological products in the blue carbon economy, which have also been replicated and promoted by the Ministry of Ecology and Environment and relevant provincial departments.

In order to reduce pollution emissions from the source, the Huangbohai New District Bureau actively explores the new "1+1+N" management model with the pollutant discharge permit system as the core, promotes the optimization of the whole process from pollutant discharge permit approval to supervision, and the timely sharing and development and utilization of environmental big data, which effectively solves the problems of low efficiency of manual processing of pollutant discharge permit implementation reports.

Focusing on breaking through the shortcomings of the traditional cleaner production audit method, the Huangbohai New District Bureau took the opportunity of carrying out the national pilot of "overall cleaner production audit of industrial parks" to reshape the framework, process and standard of cleaner production audit, and took the lead in establishing three index systems such as cleaner production evaluation index system and performance evaluation method in chemical parks, which carried out new explorations to improve the cleaner production audit system and improve the efficiency of cleaner audit.
