In order to fight the tough battle of agricultural and rural pollution control in depth and improve the level of rural domestic sewage treatment in the city, the Bayannur Municipal Ecological Environment Bureau has formulated and issued the "List of Domestic Sewage Treatment Plans for Administrative Villages in Bayannur City in 2023" in combination with the actual situation of each banner county and district, and plans to complete the rural domestic sewage treatment of 33 administrative villages, including 15 in Linhe District, 9 in Hangjin Houqi, 8 in Dengkou County, and 1 in Wulateqianqi. Up to now, our bureau has successfully completed the rural domestic sewage treatment task in 33 administrative villages, and the relevant supporting materials have been sorted out and recorded.
The first is overall planning and rational layout. Guide all banner counties and districts to carry out overall planning and rational layout of rural domestic sewage facilities in their regions, reasonably select technical processes, and ensure that the treatment cost is compatible with the local economic affordability, the treatment technical requirements are compatible with the local management level, and the treatment facilities are reliable and stable. Highlight the key points, and treat the rural domestic sewage in stages.
The second is to adapt measures to local conditions and implement policies in a classified manner. Guide all banner counties and districts to comprehensively consider the rural location conditions, the number and distribution of permanent residents in villages, the actual amount of sewage generated, the difficulty of centralized collection, the direction of drainage, the need to improve the quality of the regional water environment, and the production and living habits of farmers, etc., and select governance models or combinations of models such as resource utilization, inclusion in urban sewage pipe networks/plants, and relatively centralized or centralized treatment according to local conditions.
The third is operation and maintenance, forming a long-term effect. The people's governments at the county level are encouraged to include the funds for the operation and maintenance of facilities in the financial budget to ensure it. Encourage areas with the capacity to actively explore the establishment of a mechanism for sharing the investment of operation and maintenance funds with financial subsidies, village collectives self-raising, and reasonable payment by villagers. Explore the establishment of a market-oriented integrated construction and operation promotion model, establish a domestic sewage collection, treatment, and resource utilization system, encourage social participation in the construction and operation of facilities, and form a long-term normalized operation and maintenance mechanism, so as to avoid the waste of investment caused by the inability to operate rural sewage facilities that have been built.
In the next step, our bureau will conscientiously implement the relevant policies of the central government and the autonomous region, start the "135" action of centralized treatment of garbage and sewage in areas with relatively concentrated population in rural and pastoral areas, organize all banner counties and districts to apply for rural environmental improvement projects for administrative villages with more than 3,000 people, actively strive for superior funds, promote the effective implementation of the "135" action, and actively promote the rural domestic sewage treatment work to a new level.
