Recently, the Ministry of Ecology and Environment released the first batch of pilot projects for collaborative innovation in pollution reduction and carbon reduction in cities and industrial parks, including 21 cities and 43 industrial parks. Among them, Taizhou Bay Economic and Technological Development Zone was successfully selected, becoming one of the first four industrial parks in the province and the first pilot industrial park in Taizhou.

In recent years, Taizhou Bay Economic and Technological Development Zone has taken the creation of the first batch of pollution reduction and carbon reduction pilots in the province as the starting point for the establishment of the medical and chemical park, and has taken the lead in exploring institutional innovation, waste gas adsorption and recovery, wastewater quality classification and reuse, waste salt resource utilization, CCUS, carbon footprint certification, etc., closely following the synergy work center of pollution reduction and carbon reduction, and comprehensively promoting the green transformation of the Economic and Technological Development Zone. It has successively planned and implemented 23 key projects for synergy in pollution reduction and carbon reduction, with a total investment of 3.71 billion yuan and a carbon reduction of about 273,000 tons, effectively building a whole-process, all-round and full-chain collaborative path for pollution reduction and carbon reduction in the medical and chemical industry, and providing a replicable and promotable "Linhai model" for the modern pharmaceutical industry inside and outside the province.

1. Focus on institutional innovation, source control and promote synergy in pollution reduction and carbon reduction.Through the establishment of a carbon evaluation system for the pharmaceutical and chemical industry in Linhai, the full coverage management of carbon emission reports is implemented for enterprises in the medical and chemical industry, and the reference value of carbon emission access in the pharmaceutical industry in the park is set based on the carbon emission mapping of enterprises, and the access threshold for pharmaceutical and chemical projects is continuously strengthened. At the same time, we will build a pilot digital application scenario for collaborative pollution reduction and carbon reduction, and promote carbon emission management in the process of project implementation. Huahai Pharmaceutical's South Sichuan Branch has achieved a reduction in carbon dioxide emissions per unit of output value from 0.93 tons/10,000 yuan in 2020 to 0.54 tons/10,000 yuan in 2022 through internal system optimization, process upgrading and transformation and other pollution reduction, carbon reduction, and lean environmental protection measures.

2. Promote green development and build a path for pollution reduction and carbon reduction in the whole process of the medical and chemical industry.Organize 51 enterprises in the park to compile and review the "One Enterprise One Policy Synergy Plan for Pollution Reduction and Carbon Reduction", sort out and form the path of pollution reduction and carbon reduction in the whole chain of the medical and chemical industry, and compile the "Technical Guide for Pollution and Carbon Reduction in the Pharmaceutical and Chemical Industry", summarize the experience, practices and typical cases of the medical and chemical industry in the aspects of workshop demolition and reconstruction, equipment level improvement, green synthesis process application, waste resource utilization, carbon dioxide capture, etc., so as to provide important reference and reference for the pharmaceutical and chemical industry to carry out pollution reduction and carbon reduction construction. Hongyuan Pharmaceutical Co., Ltd. uses enzyme catalysis technology to optimize the reaction route, and compared with the traditional chemical synthesis process, the steam consumption per ton of products in the enzyme-catalytic green process is reduced by 30%, the power consumption is reduced by 17%, and the organic solvent consumption is reduced by 40%.

3. Promote the treatment of waste gas sources, collect and seal the waste gas by quality and classification, and strengthen the emission reduction of waste gas.Strictly implement the standards for pollution reduction and carbon reduction remediation in the medical and chemical industry, promote the demolition and reconstruction of old workshops, promote the quality and classification of waste gas at the source, add macroporous resin recovery, organic permeable membrane absorption device, strengthen condensation recovery and other waste gas pretreatment treatment facilities, promote the safe incineration of anaerobic waste gas into regenerative incinerator (RTO), reduce volatile organic compounds (VOCs) by about 2,000 tons, and reduce CO2 by about 67,000 tons. The construction of the "fresh park" early warning and monitoring system, the establishment of the park's air pollutant fingerprint database, the realization of closed-loop management of abnormal enterprises, the current public area of the park TVOC concentration is stable below 220 micrograms/cubic meter.

Fourth, promote the quality and efficiency of wastewater stations, and realize the refined management of enterprise wastewater quality classification.Carry out verification of the matching capacity of high-concentration wastewater treatment, effectively control the inlet water concentration and treatment load of the wastewater station, and improve the stable discharge capacity of wastewater. Huahai Pharmaceutical further separates and purifies sodium bromide from high-salt wastewater, achieving an annual output of 500 tons of sodium bromide co-production, with an annual efficiency increase of 11 million yuan. Liaoyuan Pharmaceutical Co., Ltd. purified magnesium sulfate heptahydrate and sodium p-toluenesulfonate from high-concentration wastewater, reducing the annual treatment of 4,000 tons of high-concentration wastewater at the wastewater station and achieving an efficiency increase of 13 million yuan.

5. Take the "zero-waste park" as the starting point to promote the coordinated control of solid waste pollution prevention and control.Standardize the construction standards of self-built waste liquid incinerators of enterprises, and fully complete the standardization of hazardous waste dumps of enterprises. Promote the Lianchuang environmental protection waste solvent recycling and expansion project, achieve an annual recovery of 24,800 tons of waste solvents, and add 12,000 tons of waste solvents in 13 categories. Galaxy Environment was introduced to complete the construction of 20,000 tons/year waste salt resource utilization and 30,000 tons/year hazardous waste incineration project, and the Aerospace Environmental Protection Engineering Technology Research Institute was introduced to carry out green disposal and resource utilization of waste salt in the medical and chemical industry. Promote the energy-saving and flue gas standard transformation of Dechang environmental protection hazardous waste incineration line, achieve energy saving of 3,095 tons of standard coal, and increase the delivery of steam by 22,900 tons.

6. Focus on new technologies in the industry and promote the implementation of carbon capture and carbon reduction benchmarking projects.The Haichang CCUS project adopts the production process of "variable temperature adsorption + VPSA low-pressure pressure swing adsorption + catalytic oxidation + low-temperature distillation" to recover the CO2 emitted by natural gas hydrogen production and methanol hydrogen production, with a product purity of 99.9998%, reaching the standards of high-purity CO2, electronic grade CO2, food grade CO2 and medical grade CO2. The energy consumption of this technology is about 50% lower than that of conventional pressure swing adsorption CO2 recovery technology, and the recovery rate reaches 95%, which can recover about 30,000 tons of CO2 per year and increase the income by 4.5 million yuan/year.
