We will accelerate the development of new quality productive forces, continue to build "51010" strategic emerging industrial clusters, and promote the construction of zero-carbon parks, zero-carbon factories and green and low-carbon development demonstration zones. We will enhance the driving force of green energy, vigorously promote the electrification of vehicles in the public sector, accelerate the linkage of energy conservation and carbon reduction, heat supply and flexibility transformation of existing coal-fired power units, and vigorously promote the clean and low-carbon transformation of the coal-fired power industry. We will improve our ability to respond to carbon tariffs, actively explore a statistical accounting system for carbon emissions, accelerate the demonstration and application of advanced and applicable green and low-carbon technologies, and accelerate the establishment of a product carbon footprint management system. To make the ecology better, we will implement major projects for ecological protection and restoration, launch the second batch of pilot projects for "ecological islands", and coordinate the promotion of the three-year construction plan for ecological security buffer zones. By the end of the year, the province's biodiversity background survey will be basically completed. Let the masses be more satisfied, and complete the rectification of the feedback problems of the central ecological and environmental protection inspectors and the disclosure of the warning film of the national Yangtze River Economic Belt with high quality. We will continue to focus on the control of noise, odor and the people's sense of gain, organize a special project of "two treatments and one promotion", and carry out a new round of unannounced visits to rural ecological and environmental problems, so as to effectively solve the troubles around the masses.

Adhere to the implementation of major national strategic requirements, and continue to do a good job in the protection of the Yangtze River and the governance of Taihu Lake leading and landmark projects. Give full play to the advantages of the superposition and convergence of major national strategies, and take the lead in forming a number of practical demonstration models of the Beautiful China Pilot Zone, especially the "great ones of the country" such as the protection of the Yangtze River and the governance of Taihu Lake, so that Beautiful Jiangsu will become the most direct and tangible display. Adhere to the Yangtze River's "joint efforts to protect the Yangtze River and not engage in large-scale development", establish and improve the Yangtze River water ecological assessment and evaluation system, and carry out protection and restoration of "one place, one policy", so as to improve the diversity, stability and sustainability of the ecosystem. Coordinate and promote the "4+1" project of pollution control, industrial transformation and upgrading along the Yangtze River, shoreline improvement and ecological restoration, etc., carry out special actions to stabilize the water quality of the main stream of the Yangtze River, and ensure that the water quality of the Jiangsu section of the main stream of the Yangtze River is stable and reaches Class II and continues to improve. Promote the "exogenous reduction and endogenous burden reduction" of Taihu Lake. Focusing on building a world-class ecological lake area, we will continue to promote the implementation of a new round of action plans for the comprehensive management of Taihu Lake. We will fully implement the work plan for improving the water quality of the main rivers entering the lake and the backbone rivers in the upper reaches of Taihu Lake, further tighten the water quality targets of the rivers entering the lake, further promote the traceability and rectification of the rivers entering the lake, and reduce the pollution load of the lake. Comprehensively strengthen the governance of phosphorus-related enterprises, establish a full-cycle "phosphorus ledger", and solidly promote the standardization and rectification of more than 20,000 phosphorus-related enterprises in the basin. At the same time, we should do a good job in the comprehensive management of key lakes such as Luoma Lake and Hongze Lake, and continue to ensure the water quality of the eastern route of the South-to-North Water Diversion Project.

Persist in doing more things that lay a foundation, benefit the long-term and consolidate the fundamentals, and solidly promote the ability of environmental governance to continue to be at the forefront. Last year, the Jiangsu Provincial Government and the Ministry of Ecology and Environment signed a new round of cooperation agreements between the Ministry of Ecology and Environment, and we will seize the opportunity to continuously improve the level of governance. Vigorously promote the construction of environmental infrastructure, seize the opportunity period of the national policy to expand domestic demand, and build a number of key and leading projects. Accelerate the improvement of urban and rural domestic sewage collection and disposal capacity, promote the construction of "zero-waste cities" in the whole region, build a smart supervision platform for the ecological environment, and strengthen the networking and sharing of various monitoring data. Strengthen environmental protection scientific research, and continue to carry out Taihu Lake governance and PM_2.5and ozone collaborative control and other key areas of basic research and key core technology research, to promote the transformation of scientific research results into pollution control measures. Promote innovation in environmental policies, increase the total amount of pollutants collected and stored, and coordinate efforts, and improve fiscal, tax, financial, investment, and price policy measures to support green and low-carbon transformation. We will continue to strengthen the construction of the rule of law, promote the revision of relevant laws and regulations such as the province's ecological and environmental protection regulations, and introduce 100 ecological and environmental standards to promote the construction of world-class park enterprises. To ensure the safety of the ecological environment, we will make every effort to promote the three-year action of tackling the root cause of safe production and the three-year action of "strengthening the base to improve energy" for ecological environment safety and emergency management, so as to build a solid foundation for the safety of beautiful Jiangsu.
