Due to the flat terrain and abundant wind and solar energy resources, Baicheng City has become the only leading base for photovoltaic power generation applications in Northeast China, and it is also the earliest and fastest-developing area for new energy in Jilin Province. It can be said that Baicheng City is leveraging the green energy lever of pollution reduction and carbon reduction in the old industrial base of Jilin Province and even Northeast China.

According to reports, the project covers a total area of 110 hectares, adopts the "photovoltaic +" construction model combining photovoltaic and agriculture, and can configure 200 kilowatts of photovoltaic capacity for each of the 223 administrative villages in Da'an City; In the agricultural part, 10 greenhouses and 50 cold sheds will be built.

After more than 20 years of exploration, innovation and practice, Baicheng City has formed a whole industrial chain integrating the production, supply and marketing of wind and solar resources, and a development pattern based on base and supplemented by distribution. At present, the total installed capacity of wind and solar in Baicheng City has reached 10.216 million kilowatts, of which 8.071 million kilowatts are wind power and 2.145 million kilowatts are photovoltaic capacity, accounting for 63% of the total installed wind and solar capacity in the province.
"In recent years, relying on the endowment of wind and solar resources, Baicheng City has seized the major opportunity of the national 'double carbon' strategy and the construction of a 'national clean energy base in the west' in Jilin Province, and put forward the 'one-three-three-four' high-quality development strategy, the city's new energy industry system has been gradually improved, key new energy projects have been promoted in an orderly manner, and the construction of green power parks has begun to take shape, marking the transition of Baicheng's new energy industry to a stage of high-quality development." "Don't look at the big and stupid lead belt, it is 'reducing the burden' of green energy and taking a big step forward in reducing pollution and carbon emissions in Jilin." Zhang Jinsong, director of the company's quality, safety and environmental protection department, said.
As a new energy storage key technology encouraged by the state, lead-carbon batteries have significant advantages such as intrinsic safety, high cost performance, and high recycling rate, and can be applied in various energy storage scenarios such as power supply side, grid side, and user side, meeting the demand for high-quality energy storage products in the construction of new power systems, and playing a key role in new energy consumption.
However, in the early stage of the construction of lead-carbon battery production and waste battery comprehensive utilization projects, heavy metal emission indicators have become the key to restricting the implementation of enterprises.
Knowing the difficulties encountered by the enterprise, the Jilin Provincial Department of Ecology and Environment attached great importance to it, and appointed a special person to lead a team to the project site for investigation and coordination.
"In order to solve the ecological and environmental problems encountered in the process of promoting the project, the Provincial Department of Ecology and Environment has taken the initiative to provide docking services, establish a project list, a list of problems and a work promotion ledger, and connect with the unit in a timely manner." Li Weihua, inspector of ecological and environmental protection of the Jilin Provincial Department of Ecology and Environment, said that he finally helped the company to obtain the country's first heavy metal index exemption for the annual output of 85 million kVAh lead-carbon battery production and annual processing of 600,000 tons of waste battery comprehensive utilization project, with a total exemption of 7364.5kg of full capacity, creating a historical precedent, and the subsequent rapid EIA approval.
In October 2023, the lead-carbon battery of the project was officially put into production.
Cai Yanfu, Secretary of the Party Committee and Chairman of Jidian Co., Ltd., said at the ceremony of the first batch of products that the successful launch of lead-carbon battery products in Jidian Energy Valley has filled the gap in the energy storage industry in Jilin Province. As the first load project of the "source-grid-load-storage" integrated 10 million kilowatt new energy consumption base of Baicheng Green Power Park, this project has strongly driven the development and construction of the base and provided a "Kyrgyzstan power plan" for the local consumption of renewable energy in Jilin Province.
It is understood that after the completion of the first phase of the project, it can produce 5 million kVAh lead-carbon batteries per year and realize the recycling and comprehensive utilization of 200,000 tons of waste batteries, which will form a whole industry chain of lead-carbon battery energy storage and truly achieve "circular economy and green development".
Baicheng City is "galloping" in the "wind and sun", injecting surging "green kinetic energy" into high-quality economic development.
Develop "a variety of postures" to do pollution reduction "multiplication"
Baicheng City not only stays in the "scenery", but another new energy source - hydrogen energy has also begun to attract attention.
In the streets and alleys of the White City, there is a distinctive bus that stands out - the white body is printed with the blue H lettering, marking the "special identity" of hydrogen fuel vehicles. The cabin is spacious and bright, and the vehicle runs quietly and smoothly, and the vehicle is powered by the chemical reaction of hydroxide ions. To develop the hydrogen energy industry, Baicheng City uses wind power, solar photovoltaic power generation, and water electrolysis to produce hydrogen, which not only solves the problem of clean energy consumption, expands space for the development of the photovoltaic industry, but also achieves zero emission, zero pollution, and sustainability in the whole process, and "hydrogen" is harmless.
Located in Baicheng City, the first phase of the Da'an Wind and Solar Green Hydrogen and Ammonia Integration Demonstration Project has been completed. Zhao Nan, deputy chief economist of Da'an Jidian Green Hydrogen Energy Co., Ltd., introduced: "This demonstration project is a part of Da'an's 10 million kilowatt new energy hydrogen production base, aggregating wind power generation, photovoltaic power generation, energy storage, hydrogen energy and other clean energy, with an installed capacity of 800,000 kilowatts, an annual green hydrogen production of 32,000 tons, and an annual green ammonia production of 180,000 tons, and the project will reduce carbon emissions by about 650,000 tons per year after it is put into operation, which is equivalent to reducing standard coal consumption by 230,000 tons per year." ”。
The reporter learned that Jilin Province plans to continue to promote the construction of the "Changchun-Songyuan-Baicheng" hydrogen energy corridor, build Baicheng, Songyuan and other western cities into a national "green hydrogen" large-scale supply base, and build a "North China Hydrogen Valley". By the end of the 14th Five-Year Plan, it is expected to produce 50,000 tons of hydrogen per year.
