In recent years, Lin'an District of Hangzhou (hereinafter referred to as Lin'an District) has fully implemented the decision-making and deployment of carbon peak and carbon neutrality, taking the opportunity of being selected as the first batch of provincial-level low-carbon pilot counties to promote high-quality development goals around the construction of "double carbon", adhere to systematic thinking, focus on key areas, focus on both the symptoms and the root causes, vigorously promote the low-carbon transformation of the economy and the green development of the industry, explore the institutional innovation of the transformation from dual control of energy consumption to carbon emission and dual carbon, and inject new momentum into a new round of high-quality development and rural revitalization in the region.

The low-carbon industry strong zone promotes the construction of a green manufacturing system

Lin'an District first focuses on key breakthroughs and thoroughly implements the strategy of "strong industrial area" in the first place of low-carbon "strong industrial area". In the past two years, the average energy consumption per unit of added value of newly approved projects is only 0.308 tons of standard coal per 10,000 yuan, which is lower than the energy consumption standard of low-carbon industries determined by the Provincial Development and Reform Commission. At the same time, carry out the action of "vacating cages for birds". Promote the organic renewal of industrial parks and the remediation of high-consumption and low-efficiency enterprises, improve 713 high-consumption and low-efficiency enterprises in three years, revitalize 4,280.1 acres of land, and release a total of 84,000 tons of standard coal for stock energy, and in 2022, Lin'an Teng'an will be rewarded by the Provincial High-quality Office for supervision and incentive and 150 acres of land use indicators.

On this basis, Lin'an District has comprehensively promoted the construction of a green manufacturing system. A total of 1 national green industrial park, 6 national green factories, 3 green supply chain management enterprises, 12 green design products, and 5 provincial green and low-carbon factories have been created. As a national green park, Qingshan Lake Science and Technology City will have a comprehensive energy consumption of only 0.231 tons of standard coal per 10,000 yuan of added value in 2022. Accelerate the development of the green energy industry. Support Foster, Zhejiang Nandu Power Supply, Zhejiang Dilong New Materials and other green energy reconstruction and expansion projects. So far in 2023, a total of 5 industrial projects in the green energy industry circle have been introduced, with a total investment of 700 million yuan.

Implement the green development of clean energy resources, and promote the integration of low-carbon and "two mountains".

Lin'an District attaches great importance to the overall layout and systematically promotes the development of clean energy resources in the district. Coordinate the layout of clean energy development. In accordance with the principle of "long-term goals, short-term plans, overall planning, and orderly promotion", the construction of Lin'an new energy is systematically planned. Compile the "14th Five-Year Plan for Photovoltaic Power Generation in Lin'an District, Hangzhou", "Central Heating (Combined Heat and Power) Plan for Lin'an District, Hangzhou" and "Three-year Construction Plan for New Power System in Lin'an District", and formulate the "Implementation Plan for 1,000 Watts of Photovoltaic per Person in Lin'an District, Hangzhou". Accelerate the development of key green energy projects. In accordance with the idea of "planning a batch, reserving a batch, and building a batch", the cake of Lin'an new energy development will be bigger. There are 17 planned reserve projects, 3 pumped storage projects, 4 wind power projects, 10 ground centralized photovoltaic projects, and 1 grid-side energy storage project, with a total installed power capacity of 2,310 megawatts and a total investment of about 14.1 billion yuan.

In order to accelerate the construction of rooftop distributed photovoltaic projects in the district, Lin'an District has formulated four special actions of "photovoltaic +" to establish a distributed photovoltaic construction and development model of "government co-ordination, market leadership, pluralistic co-governance, and national participation". With the development of the whole town and the whole village as the basic unit, the large-scale, high-proportion, high-quality and market-oriented development of rural rooftop photovoltaic will be realized. As of 2023, the cumulative grid-connected PV in the region will reach 333,600 kilowatts, an increase of 177% compared with the end of the 13th Five-Year Plan, achieving the goal of "PV multiplication". The newly installed capacity of photovoltaic grid-connected capacity in the region was 72,200 kilowatts, completing 180.5% of Hangzhou's assessment target, and the photovoltaic power generation in the region reached 273 million kilowatt hours, a year-on-year increase of 51.7%.

In the process of promoting green and low-carbon development, Lin'an District gives full play to its ecological advantages and strives to promote the deep integration of low-carbon development and the transformation of the "two mountains". Pay attention to the protection and construction of forest resources. Jointly with Zhejiang A&F University, the accounting of the global agriculture and forestry carbon sink was completed, and the total annual carbon dioxide absorption of forests in Lin'an District was 1.5742 million tons, and the potential CCER emission reduction was 630,000 tons. A total of 18,399.8 acres of land greening and beautification projects of one million mu have been completed, 223,000 mu of forest quality has been improved by 10 million mu, and 2,080 mu of carbon sink forests have been constructed. Wanxiang Pecan Base successfully applied for Zhejiang Forestry Carbon Sequestration Pilot Base. As of 2023, a total of 36 provincial-level "One Village and Ten Thousand Trees" demonstration villages have been established in the region. Continue to expand the development of ecological agriculture. Dongkeng and Tianmu Mountain have successfully established provincial-level agricultural green development demonstration zones, Banqiao has been selected into the list of provincial-level modern agricultural parks, Taihuyuan has become a national-level demonstration park for the integrated development of rural industries, and Lin'an Pecan Industry Demonstration Park has been rated as a national-level forestry industry demonstration park. Continue to promote the construction of a leading area for the ecological development of the pecan industry and a leading area for the development of the bamboo shoot industry, and complete the carbon footprint accounting of pecans and fruit shoots.

Accelerate low-carbon tourism and create a new trend of green and low-carbon for all

Lin'an District has accelerated the development of the eco-tourism industry, promoted the construction of "one corridor, three circles and eighteen scenic spots" with high standards, deepened the "all-for-one scenic spot" and the all-for-one tourism strategy, comprehensively launched the regional public brand of cultural tourism of "Tianmu Diecui Wuyue Millennium", and completed the construction of an outdoor sports circle in western Zhejiang and the construction of demonstration village scenic spots such as "Jingshan Yangpo", "New Map of Cultivation and Weaving" and "Baizhang Snow Exploration". The zero-carbon village of Taihuyuan Guide Village was shortlisted as one of the top ten low-carbon application scenarios in Hangzhou. In 2023, Lin'an District was successfully selected by the Ministry of Ecology and Environment as the seventh batch of "Lucid waters and lush mountains are invaluable assets" practice and innovation bases.

At the same time, Lin'an District is committed to creating a new trend of green and low-carbon practice for the whole people. With the existing townships and administrative villages as the basic units, we will actively advocate a green and low-carbon culture, implement green life in eight aspects, such as "clothing, food, housing, transportation, education, and recreation", guide the public to practice the concept of green life, and create a good situation for the whole people to participate in green and low-carbon life. Encourage all entities to actively participate in the construction of low-carbon pilot projects. Six towns, including Taihuyuan and Qianchuan, have been selected into the provincial low (zero) carbon township (street) pilot list, 23 villages including Nichuan Village have been selected into the provincial low (zero) carbon village (community) pilot list, and Qingshan Lake Science and Technology has been selected into the fourth batch of pollution reduction and carbon reduction collaborative pilots. Guide citizens to actively practice green and low-carbon lifestyles. With "carbon coins" as the carrier, we advocate the recycling of goods, and set up application scenarios for the exchange of old goods in the civic center and Agriculture and Forestry University to realize the donation and exchange of idle items online and offline. 164 new energy buses were launched, 241 new energy taxis were renewed, 35 new bus routes were opened, 71 bus routes were adjusted and optimized, and 103 new bus natural villages were added. 204 stations of public bicycles were set up, 4,230 public bicycles were put into place, 171 points of public motorcycles were set up, and 1,800 public motorcycles were put into place, and the average daily rental of public motorcycles exceeded 7,000 times.

Lin'an District has also actively played the exemplary role of "green cells". A total of 63 provincial and municipal green schools have been created, and 13 provincial and municipal ecological civilization education bases have been created. Hangzhou Linli Water Co., Ltd. was awarded the excellent case of provincial facility opening unit, the top ten environmental protection facility opening unit in the country, and the first "zero" carbon school in Lin'an was built in the primary school affiliated to Zhejiang A&F University.
